We learn from failure also.
This was sent to IRS in an attempt to get them to Credit the account of a Credit Card, it arrived on 2-13-2023 and was returned on 2-18-2023. I am aware of 7 examples of this below, I am NOT aware of any examples of the IRS Processing a "Note" that is not made to them.
The moral of the Story is if they did not send Your "Note" back they will Process it!
